This unusual version of anthropomorphic fork and spoon salt and pepper shakers is markedly different because it is a combined oil and vinegar. As seen in the photo, the heads are the S&P shakers and act as the corks/caps for the oil and vinegar bodies.
The set is tall at about 7.5'' in height. The heads both have 3 pour holes. It is stamped Japan on the bottom. Circa 1950s-60s.
